Is this bootleg really the Beatles’ legendary ‘Carnival of Light’ missing track?

In January 1967, the Beatles recorded a piece called “Carnival of Light” for the Million Volt Light and Sound Rave, an event held at the Roundhouse in London on 28 January and 4 February 1967. To this day, it has never been formally released. Paul McCartney attempted to add it to “Anthology 2” in 1996 but remaining members, Ringo Starr and Paul Harrison vetoed it, saying “it was rubbish”.

Although Paul McCartney now has the masters, a recently video uploaded to YouTube purports to have a section of the 13 minute 38 second track.
